Panel position and menu appearance when it is locked (Xubuntu 16.04)

Hi! When I add <channel name="xfce4-panel" version="1.0" locked="*" unlocked="root"> in my

/home/myuser/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml or /etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml

all panel and menu settings are reset, in particular, the panel is again displayed at the top of the screen, instead of the required bottom position!

Is there a way to fix this in Xubuntu 16.04 ? Xubuntu 18.04-20.04 does not have this problem! Custom panel settings in these os are saved correctly!
