panels stacked when external display unplugged

Hi all,

I usually have a second display attached to the laptop (which has panel 0), to which I added a panel (to have the menu, window buttons and clock visible everywhere).

When I disconnect the display, panel 1 is shown on top of panel 0.

Can the panels be linked to a single monitor so panel 1 is just hidden when the external display is not connected?
