I apologize if this has been addressed. I did some searching and could not find the answer.
Opensuse 15.4, XFCE 4.16
I have xfce4-screensaver installed. when the screen locks the background/wallpaper is the wallpaper from my first workspace. Can anyone tell me or point to docs on how to use a different image for the lockscreen background/wallpaper?

Is it possible to use xfce4-screen saver to blank the screen and then dm-tool lock the screen?

Possibly. In xfce4-screensaver's settings, uncheck the "Enable Lock Screen" option. You may have to make some change to dm-tool as well so that it doesn't do the screen blanking, but I am unfamiliar with that package.
