How to set xfce4-notifyd to make the notifications stayalways on top?

Rn say i am changing the volume, the notification appears but doesn't stay on top, in the sense when I watch videos full screen on mpv, the notifications doesn't appear, it stays hidden. How do I make it so that it always appears on top irrespective of what I'm doing?

Looks like that is on purpose:

You might want to create a bug report / enhancement request against xfce4-notifyd to maybe make the behavior configurable through a setting.
