Changing the Keyboard Layout system wide

Hi, i use at the moment 2 keyboard layouts as my system is in English and my physical keyboard and some of my tasks are in German.

At this moment changing the keyboard layout makes the change for the active application and this setting is remembered for each app (nice!) but I was wandering if there is any way to make the setting apply system wide. Reason for this is that, for example, when I have a task in German I am using generally more apps: browser to search and to read, Writer (for example) to write something, eventually another editor and so on. Atm I need to check every time in each app on which setting I am... which is cumbersome...

so, is there any way to achieve this?
