Set up:
Debian 12 Stable, XFCE 4.18
4 monitor display, arranged as an upside-down "T"
Panel is on the top of the middle display
Problem:
The panel doesn't allow me to move windows across it. It's like a brick wall.
Although I can move windows from screen-to-screen on the bottom 3 monitors, I can't move any windows to the top screen, as the panel is in the way.
However, I can still move my mouse across the panel.
Troubleshooting:
When I move the panel to the top screen, I'm able to drag windows from the middle screen to the top screen.
Criteria for Success:
I want to be able to drag windows from my top screen to my middle screen. I still want to keep the panel on the top of the middle screen.
Here is a video to demonstrate my problem:

I get the same. With the panel at the top of the bottom screen, I can move windows from the top screen past the panel but not the reverse.
Move panel to the bottom of the top screen?

Suggestion is appreciated, but I'd just have the issue in reverse (not being able to drag stuff back). I'd like to find a solution that will let me keep the panel at the top of my screen.

Sorry I didn't make myself clear. With the panel on the bottom of the top screen, I could move windows both ways.
I understand wanting to have it the way you want, and I hope you find it.

You need to disable struts, i.e. uncheck "Keep panel above windows" in the settings (below autohide).

^ Makes no difference on my setup regarding the functionality the OP is looking for.

Thank you, I appreciate the suggestion. It works for me, but I've got a new problem. When I do this, the panel now cuts off the top of my browser, so I can't see my tabs. I'm updating my success criteria to include being able to see my window's contents in full.

This isn't possible, it's in contradiction with the way struts work. See e.g. https://gitlab.xfce.org/xfce/xfwm4/-/is … note_67209
