Which distro are you using and how are you starting Xfce (xinit or display manger)? dbus would need to be set up properly.
Do you have adequate swap space to accommodate a hibernate?
You might also be to force the option via:
xfconf-query --channel xfce4-session --create --property /general/ShowHibernate --type bool --set true
Edit: maybe also post back the contents of ~/.xsession-errors (if your distro uses it).

actually i found the forcing thing just after posting in settings editor.. and that fixed it, thanks and yes i had it setup (the swap space and stuff)
