When I set the monitors to NOT mirror, within a few minutes they reset to mirror. This problem survives a reboot.

No luck. It reverted to mirrored after a few minutes. For the experiment, I powered down the computer, connected the second monitor (exactly the same type), and then brought the box back up. Under "Display" -> "Advanced", the slider button for "Configure new displays when connected" was to the left, and the containing line was gray.
Checking the 'General" settings, "Mirrored" was re-enabled.
