When I click on the Action Buttons XFCE panel plugin it opens its menu. When I click once more it closes (hides) it again. Same behavior with the Clock plugin.
Others like the Pulse Audio plugin or the Application Menu plugin do not close/hide its menu/window on the second click.
Is there a way to configure them to adopt that behavior?
Is this behavior controlled by the plugin itself or by some style sheet/theme?

Are you on Wayland? If so it's a bug in gtk-layer-shell, fixed on git master but not yet released.

No, I'm using the default configuration on Manjaro XFCE, which to my knowledge is Xorg.

It depends on the theme used (size of the shadow area), the position of the panel (at the top of the screen to trigger the bug), and compositor state (enabled to trigger the bug).

Would switching to Wayland (in the future) make that bug go away?

Wayland support is experimental at the moment and will be for a while yet, so maybe this bug will go away, but there will be other worries. For the time being, you should probably try another theme, or tweak the one you're currently using.
