My 'applications->other' menus has tens of entries but periodically disappears on some new sessions (without entries being anywhere else) then comes back in later sessions, disappears on ones later, and so on. How can I stop this and make sure it always stays visible?

Interesting.
Which version of Xfce are you running? And specifically which menu utility are you using and what version of garcon is installed?
And finally, what exactly are you referring to when you say "session"? User login sessions? Remote access sessions? etc.

Most the XFCE packages say v4.18.n

Standard/applications; garcon-4.18.1-x86_64-1.

X Window System (startx). I never mentioned anything about 'remote access'.

Are you by chance using flatpaks? If so, have a read through this thread regarding permission issues.
Otherwise, is there anything in your ~/.xsession-errors log file during a local X session when the issue occurs?

Of course not!

I don't have that file but will look for it next time.

When I started XFCE there was neither the other menu nor ~/.xsession-errors.
