I would like to add an extra line to log out dialog that says e.g. "Remember to sync files before logout". An extra radio-checkbox would be great, but just having this line would be most helpful. I am a newbie when it comes to modifying xfce settings; what is the simplest way to accomplish this?

You have a couple of broad options/approaches available to do this.
If you want to re-use the same dialog and the same logout procedures as currently programmed into Xfce, then you will need to modify the source code.
You could create your own logout dialog (with whatever messaging and look & feel you want), have it run the xfce4-session-logout commands, and present that dialog instead. There will be some challenges with this approach. Some of the logout options in Xfce are embedded and this will bypass this new dialog (e.g. actions plugin). But the regular menu and the whiskermenu allow you to specify which program you want to use for the logout. Something like this.
Unfortunately, there is no "simple" way.
