I have a new installation were window's is the Host and PROXY settings are required to access the www.
Well /etc/enviroment, /etc/profile.d/proxy.sh , ~/.bashrc, ~/.zshrc ... source's proxy settings. Mostly all works but 'xfce4-weather-plugin' doesn't :-(
Where to set the http_proxy env variables?
Or where to find some docs with hints to setup?

Is this set up in a VM? Are you using NetworkManager?

Yes in a VM,
- default debian stable (12, bookworm) installation and
- probably automaticly with Network Manager (but not sure yet)
- dhcp on and gives me an IP of the same newtwork so that i can ssh from the host to the VM (ssh to the www not checked yet)
- apt proxy settings are set and works
- Browser, e.g Firefox can connect the www (seems to get sourced by /etc/enviroment HTTP_PROXY vars) and firefox network settings: "Use Proxy settings of the System" is checked: ON.
- docker (proxy sets in /etc/default/docker), git (~/.gitconfig), wget, curl ... can connect to the www
So, a lot works but what needs the 'xfce4-weather-plugin'?
Even a manual addition of the long/latitude don't fetch data. Searching for an area fetches no data. So i think: because of missing proxy settings.

Its working now. but the 'why', which setting takes account would help when starting from scatch. maybe debian specific, i dont know better currently.

Using Network Manager to set up your proxy should make the connection available system wide. I'm sure Connman has something similar. I'm not sure why you needed a proxy anyway. Docker should have automatically set up a bridge (br0) when you installed it.
