Make the panel non modifiable by the user

I'm trying to make the panels non-modifiable by the user.

how to block the panel, i.e. make it impossible for the user to add or remove a plugin.

I tried to disable the menu (unsuccessfully). If you have an example?

I've tried kiosk solutions (unsuccessfully). If you have a step-by-step example?
CustomizeMenu doesn't work.
Where yje kioskrc file must be copied?

The configuration:
XFCE4 4.12

I don't believe the kiosk mode code has been looked at in a while, so it might be buggy. The documentation for it is here. Also, if you search this forum for "kiosk" you'll get a number of hits where members have tried to tackle this - there is some helpful information there as well.
