I am new in a linux world, I installed a fresh new linux mint xfce, updated everything and I see weird thing in start menu. Hovering tiles on the left is lagging, but not on those on right. Here is a gif with what is happening:

I picked xfce expecially because it was called as "fastest", so it is a dissapointment for me. Is it normal in mint xfce?

If you disable "change categories while hovering", you'll work around the issue by being forced to press the category group to display its contents.
Or alternatively, you can use the traditional application menu (no delay) or xfce4-appfinder (different model) as different menu tools.

Where can I change to a "traditional application menu"?

Right-click the panel and add the "Applications Menu" plugin to the panel. Move it into place and test it out. If you like it, remove the whiskermenu plugin.

Edit: looking closer at it now, it also has a bit of a delay.
