Whisker category order

I know I did this once - a long time ago - but I can't figure out how I did it, or things have changed.  The whisker menu category list does not match the application list.  "Hide from menu" options seems to work, but sorting doesn't.  Is there still a way to customize the order of categories?  And if so - does anyone know how?
