Linux Mint 21.3 XFCE Problem with adding a program to the panel.

I have always wondered how come this happens.

I open up the whisker menu.  I right click on a program.  I select add to panel.  But it doesn't add the program I selected to the panel.  Instead it adds firefox.  I try again.  This time it adds thunar in place of the program I wanted to add.  I try a third time, and this time it does add the program I selected!  I took three tries to get it to add the program I wanted.

It doesn't matter what program I want to add to the panel, I got go through this every time!  It adds firefox.  Then it adds thunar.  And finally the program.

Distro:  Linux Mint 21.3 XFCE
XFCE:  4.18
