global hotkeys not working when indicator window open

I was trying to make a screenshot when a window opened from the Indicator Plugin was opened and noticed the global hotkeys do not seem to work.

It happened when I had the Jetbrains Toolbox window open (by clicking once on the icon), but it also happens when I click once on the icon for the PulseAudio plugin. As soon as that popup window is open, none of the global hotkeys work, not even Ctrl-Esc to open the whisker menu. The only key that works is Esc to close the window. (Depending on the window, some keys do work, like arrow up and down on the PulseAudio popup.)

Why are those tiny popup windows eating all global hotkeys?
And is there something I can do to make it work as expected?

Using Xubuntu 24.04, by the way.
