My screen wasn't blanking according to the time I set, so I discovered the command xset s on, which enabled screen blanking. It worked, but every time I restart my laptop, it turns off again. Is this related to xfce4-screensaver? Why does it keep turning off?

From the xset man page:
These settings will be reset to default values when you log out.
As with most X tools, they must be called every time X starts. Best to create a script and place in your auto started application

Yes, but I discovered that if I uninstall xfce4-screensaver, then the screen blanks depending on the settings in the Power Manager and doesn't turn off during restarts.
When I use light-locker, everything works as expected.
