I have a mini pc connected to 75" TV with resolution 4096x2160.
Tried to install XFCE 4.18.
Standard icons from a fresh installation of XFCE are tiny. I need icons to be at least 80x80 px to be useful.
Actually all interface, including buttons in main "Applications" menu and font for window titles, for tabs.
Even "Settings" window is extremely hard to navigate right now.
Is there a zoom option for the whole window manager? Or each item of the WM must be sized separately, and where are these settings?

In the screen configuration, in the first tab "general" you have options such as:
"resolution" - just change it to twice as small (in your case to 2048x1080) and everything will be twice as big,
"scale" - I have never used it, but I think it does the same thing, increase the size of everything,
then in Thunar's "view" menu you can resize the icons to your liking, also the ones in the navigation panel (this in Thunar's settings, second tab "side panel"),
in desktop settings, in third tab "icons" you can change size of desktop icons...
I don't know why, but I notice a certain discontent in your way of writing (more like complaining and demanding instead of asking), think that this that you don't know how to configure your desktop is not XFCE's fault. If I'm wrong I'm sorry...

Have you tried going to "Display" and playing around with "Scale"?

Set it to 2x and thing should be a lot bigger.

Thanks for ideas, but so far no acceptable solution.
- Change resolution works. But it kind of defies the purpose of good GPU. This PC is primarily for movie watching (and some web-surfing), so the bigger resolution should be better...
- Settings >> Display >> scale - Kind of works, at least with custom scale 0.6x0.6 everything looks nice. But this is also should effectively reduce resolution, is not it?
- Settings >> Appearance >> Settings >> Window Scaling - That also works. But it does scale everything! Outside and inside of all windows. Also, the main Applications menu is drawn incorrectly, it shows just a left-top quadrant of the menu.
What I am hoping to find, is to have a scale just for XFCE's elements. Everything which belongs to the window manager - should be scaled, but the inside of the application window should not be scaled or scaled by the application itself.

Another thing to try is setting the DPI Settings>>Appearance>>Fonts>>DPI
Other than that another them may help or using css to alter your existing theme.
Edit: You should also restart(logout/in) after you make a change just to make sure you get full effect.
