i created a new userid on my laptop that runs Xubuntu 20.04 LTS and copied configuration files from another userid which has existed on here for years. all of the icons from the old userid can be seen on the desktop of the new userid with one big difference. the text below each icon is slightly smaller on the new userid. what i would like to know is how can i change the old userid so it gets this slightly smaller font size.

both the old userid "pdh" and the new userid "media" have the same numbers set (Icon size: 48). on "pdh" (which has the slightly larger font) i changed it from 48 to 47 which was much smaller. it was small enough that the icons squeeze tighter vertically. i set it back to 48. on "media" (which has the slightly smaller font) i changed it from 48 to 49 which caused the icons to space wider horizontally. so these two font sizes i see are not represented on either userid by 47 or 49. the only thing i can guess is that each user gets a private copy of font tables when created. i don't know if this is an Xfce thing. there are lots of GUI behaviors that are unclear which is the cause. i'm guessing GTK for all the subtle weirdness.

no. i didn't know what it would do, where.
the only thing i can guess is that each user gets a private copy of font tables when created.
Check to see if you have different $HOME/.config/fontconfig/fonts.conf configuration files and font files in either ~/.fonts or ~/.local/share/fonts.
none of those files exist for every userid on my laptop system (Xubuntu 20.04 LTS).

that's what i did earlier, as described in post #3 of this thread. a change of +1 or -1 is a much more significant change than i get between userids. i only changed the size number. i did not customize any font size tables or glyphs.
i captured the screens for the two userids i minimized my icons on (to avoid revealing confidential info) and put them here:

http://ipal.net/p.png ... old userid "pdh"
flip back and forth between these images to see the difference. both are 1920x1080 (HD) in size and in lossless PNG format so you should be able to see all pixel level differences.
the font size (in Settings > Desktop > Icons) is "48" for both. when i tried "47 and "49" the size change in the display was much more radical than the difference between these userids while set to "48. radical enough to get fewer or more rows of icons. it certainly looks like these two userids are using a different font table. i wonder is Xubuntu changed something a new user uses. i upgraded Xubuntu a couple days before creating the new user.
