Back in plasma there’s a setting where I can set printing quality to high so the barcode printed would be much clearer and easier to be scanned.
It was not a setting in cups webui
In xfce I can’t find a same setting, I’m using artix xfce flavour. Is there a program in the xfce suite or from desktop independent program I can use to achieve the same? Can’t remember what the program is called in plasma .

Xfce doesn't contain functionality to manage printing. However, you can install a tool like system-config-printer which will allow to configure cups printer settings independent of the Cups webui. It should be available in your distro's repositories.

If I may add some information about system-config-printer, it is a CUPS configuration tool. It is possible the OP may have it installed already.
By going into Printer Properties and selecting Printer Options, the resolution can be changed from 300 dpi to 600 dpi which should improve the quality of his barcodes.

Thanks, I've installed system-config-printer and it does allow me to config the printing dpi, however instead of a range to be selectable, it only gives 600. And its already selected. A test print shows that has no change.
While I was using EndeavourOS+plasma, I remember there's more choice of dpi, and after I did the settings, the printer does do higher quality printing(and slower print speed). and I think the tool used to do the config is system-config-printer.
So here the difference could be the printing driver comes with the system, I'll have to investigate further to see what driver was used in the past.

Yes, the printer driver will dictate what DPI is available.

So with the problem state, my CUPS printer status is
escription: Canon MG3600 series
Location: Local Printer
Driver: Canon MG3600 series Ver.5.30 (color, 2-sided printing)
Connection: cnijbe2://Canon/?port=usb&serial=2FBF49
Defaults: job-sheets=none, none media=iso_a4_210x297mm sides=one-sided
I checked what printing related packages will be installed in the working endeavouros' installer steps, and it is this list:

The packages in the 2nd parts are missing in Artix Linux install. So I deleted the old printer, uninstalled cnijfilter2 printer driver from AUR.
Then installed the ones in the 2nd part, reboot, add the printer in via printer gui, and it will say searching(matching) drivers automatically,
then it was exactly like what was in endeavouros.
and now it is

However this setup also brings back in the bug I experienced before:

also happens to my Artix install. I feel there's still some issue with the setup.

Edit:
I've found a solution via CachyOS, this OS when installed with printing support ticked, it works for my printer out of the box and it only prints one page instead of with extra blank page. Why it works I'll look into it later.
