turning on my monitor activates the XFCE display settings window

I mean that whenever the monitor displays an image after a few seconds, the display settings window has appeared. Is this just a hardware issue? That would be unfortunate: my monitor's relatively old, but it works fine; so I'm not about to buy a new one. Anyway, my monitor is Vizio, ehh...model E220MV. I know this didn't always happen...

Hardware issue or not, is there anything I can do to make it stop?
