I haven't used XFCE in a decade. I am currently on KDE but not happy with the performance (older machine).
Before I wipe my system and install XFCE, I am trying to find out if it has any kind of window management capabilities? Like where I can tell it to resize a window to a specific area of the screen?
On KDE I use https://github.com/qewer33/Exquisite because it has this awesome pop up that lets you select where you want a window to move/resize to.
I'm looking for something similar for XFCE.

It sound like you want tiling. Search for tiling on the forum, there have been plenty of discussions over time.
You don't have to "wipe" you system, you can install Xfce4 along side of KDE and choose when you login. A warning though, if you plan on continuing to use a lot of KDE apps then you likely won't see much of a performance boost.

I don't use/need KDE specific apps. And I'm almost out of disk space so I can't install it along side. It's not too much of a pain for me to wipe and reinstall.

There are also some issues with under the hood apps - notably the kde and xfce notifiactions conflict, and both polkits may load at boot.
