I freshly installed debian 12 xfce in Dell Inspiron 15 3000. My wifi works with mobile hotspot. (By works mean it can load firefox pages). But with my router connected firefox pages don't load. Terminal apt commands works intermittently with router (like installing packages)

Although your issue is not exactly related to your desktop environment ("DE" = XFCE), primarily how the distro implemented the networking setup, I'll try to help out. Because your system can connect via your mobile's hotspot would evidence that the wifi setup is working, and the hotspot is configured correctly. That begs the question: is your router's wifi function properly configured and is it working correctly (such as it works with another system, or your mobile can connect via wifi to your router)?
So for now, please run the 2 following commands:
inxi -n
and
nmcli -f ALL dev wifi
and post their output. Thanks.
