Using Mageia 9 with xfce 4.18.
When starting gnubg it always goes to full screen. If I reduce the screen size manually and restart it does not remember the reduced size and reverts to full screen. There is an option within gnubg to restore window position, but apparently it is ignored.

If I run gnubg --window-system-only from a terminal I can open gnubg with no full screen!
