I have a vertical/deskbar status bar and here I have open application windows. all separately.
when I hover and scroll (with "scroll to switch enabled") it switches in the direction that my mouse scrolls. it's great. but I wanna have it on keybinding as well. something like
<Super-j> to scroll down (to Alacritty in image)
<Super-k> to scroll up (to the calculator in image)
just like mouse does. but it seems like there is no way to achieve that

There isn't anything built-in that does this. There might be another program or script that someone wrote to traverse the window client list - if so, you can use that and assign it to keyboard shortcuts.
Edit: Why not just use Alt-Tab and Alt-Shit-Tab? You can reassign the shortcut keys.
