Display profile is not used when resuming, applies defaults instead

I have a main display (LG 34") and a dummy HDMI (XMD 27") that I only enable when I want to stream 4K content using sunshine to my TV.
I have two display profile. One with the dummy enabled and the other disabled.

Setup
Both displays are physically connected.
Dummy HDMI is disabled in the active display profile.
Screensaver blank screen kicks in. (unsure if it's the culprit. i've tried disabling the display sleep and turn off and I have the same problem).

Expected behavior
Moving the mouse should show me content on my main display.

Actual behavior
Secondary display (dummy hdmi) is re-enabled and nothing appears on my main display. Since the dummy doesn't have an actual screen I can look at I'm stuck and need to ctrl-alt-backspace. I'm sometime able to see something on my screen by alternating between TTY 2 and 3, and when I looked at my display profiles, neither enabled or disabled was active. The refresh rate of my main monitor was also reset to 60hz.

This is what the profiles look like when resuming. Like it falls back to something else, defaults of some sort.
