Xfce 4.18: Automatic shutdown not working when battery below critical

I've set "Shutdown" at 8% on critical battery power in Power Manager. It works when battery drops to that, as expected. But if laptop is started so that battery is below 8%, system continues to work.

Does someone know if this is intentional? Doesn't seem logical. I would expect Xfce execute shutdown as soon as it detects battery below threshold limit. But, can I make such behaviour by myself?
