Text color in my theme is gray (#eeeeec) instead of white (#ffffff)

As the title says, text color in many places in my xfce 4.18 desktop is gray (#eeeeec) instead of being fully white (#ffffff), I was able to fix this ONLY in panel but the rest of my desktop (my theme) unfortunately remains gray. I know this is a modern bad tendency in modern software.

Any Idea on how to fix my desktop? Because the information I find online about editing "gtk.css" or "settings.ini" file doesn't work.
