Panel dark mode not working

The theme has a gtk-dark.css file, but the panel dark mode still doesn't work.
Why is this?
I've tried other gtk-dark.css files, and it works there, but not with the current one.

Try checking here:

Right-click on panel > Panel > Panel Preferences... > Appearance tab

Under 'Background' set the Style to Solid color, then choose a color (#222, #000, or whatever).
