CTRL-ESC Doesn't Open Whisker Menu

Instead, it opens desktop right-click menu.
How to fix?

That is the default behavior. It can be changed in Settings>>Keyboard>>Application Shortcuts.

Solved.
- Go to Settings > Keyboard > Application Shortcuts
- Create a shortcut called  xfce4-popup-whiskermenu
- Type Windows key when prompted

BTW: Assign standalone "Windows"(Super) key in this way is problematic, as interfering with other Super+Anything hotkeys
For WhiskerMenu can be used workaround with "xcape" tool, for xfce4-popup-whiskermenu assign (in "Application Shortcuts")  CTRL+ESC (example)
And in "Session and Startup/Application Autostart" add:

xcape -e 'Super_L=Control_L|Escape'

I don't use Windows key for anything else, but if i did, i can assign those the same way. Eg Super-L for screen lock.

yet there are new problems, one of which is that you cannot use the same mod key for both app and wm shortcuts
