the wifi item and bluetooth item are transposed in different users

the wifi item and bluetooth item are transposed in different users.  i tried to reconfigure the order but nothing is obvious.

these 2 linked screenshots are both 1920x1080:

i made them be links instead of embeds since they are large.

i want user "media" to be the same as user "phil" (bluetooth to the left, wifi to the right).

Can you post back:

xfconf-query -c xfce4-panel -lv

...as well as:

ps -ef | grep -E 'applet|bluetooth'

...from both systems.
