In Xubuntu 24.04 I've tried 'powerprofilessctl set power-saver' and that command results in *power-saver in the power-profiles-daemon, but there is no actual difference in fan speed.
In Xubuntu 20.04.6 LTS and earlier, I go to /sys/class/drm/card0/device/power_profile and set the power_profile to low and the fans quiet down (which has worked for 15 years). However, Xubuntu 24.04 has no file path that results in a file called power_profile.

If powerprofilesctl doesn't solve the problem, there is most likely an issue with the kernel and your laptop. It might be best to seek assistance at Ubuntu's support forums to get that sorted out.
Note: In version 4.20, if you have the power-profiles daemon installed and running, an option will be available in xfce4-power-manager preferences to switch between profile.
