Desktop performs properly in all other configurations. Misbehavior of weather plugin only occurs when using Breeze Themes with the Compositor enabled. With Compositor enabled, moving the mouse cursor over the weather plugin in the panel results in rapid blinking of the weather plugin applet in the panel. When Compositor is turned off -- or when any other theme is used -- placement of the mouse cursor over the weather plugin applet results in the normal weather information popup being displayed.
I have no idea where the issue might be -- theme, panel, compositor, whatever -- therefore wouldn't know where to make a bug report. Obviously not a serious problem, and easily remedied by turning off Compositor.
I thought I would post this information in case it might be useful to a fellow user or to a developer.
My most successful patches have been applied to the knees of bluejeans.

I see similar on most of the launchers I use on my panels, rapid blinking of the prelight that surrounds the icon when it's moused over and the tooltip doesn't appear.
Change the theme to a different one and it works as expected, tooltip appears, no blinking.
I do see the same if I disable the compositor, it then works as expected, tooltip appears, no blinking.
I did discover that if I put the mouse pointer near the bottom of these blinking icons, the prelight no longer rapidly blinks and the tooltip appears as it should.
I haven't yet figured out what to change to fix it in my favourite theme, something to do with the tooltip in the .css files I'm guessing.
I also see no tooltips on folders and launchers I place at the bottom of the screen on the Desktop, the icons will change slightly in appearance when moused over as if the tootip will appear, but it doesn't.
Move one of those icons up the Desktop a bit and then the tooltip appears and it's always below the icon.
Swap themes and with the folder/launcher down the bottom of the Desktop the tooltip then appears above the icon as expected.
Theme I like using is called Darkcold-5.1.0 where I see this behaviour, and one I switch to and it works as expected is Adwaita.
