Looking for a way to change the color of these icons on the panel if possible. Status Tray Plugin, Screenshot & Action Buttons. Maybe an entry can be made to a gtk.css file?

I'm using Colloid icon theme for light themes, xfce version is 4.20.

Hmm. It doesn't look like CSS recoloring works on these icons. You could manually change the "fill" or "color" colors in the svg files located at:
status/22/org.xfce.screenshooter.svg
status/16/org.xfce.screenshooter.svg
status/24/org.xfce.screenshooter.svg
status/22/xfsm-lock.svg
status/16/xfsm-lock.svg
status/24/xfsm-lock.svg
Run "sudo gtk-update-icon-cache in the root folder of that icon theme and the change the icon theme away and back.
Note: I'm not sure what that third icon is for or where it is located.

I might give that a try, the first icon from the left is the wired ethernet icon under the status tray plugin, it is also located where the others are as you pointed out.
