Workspace margins do not work

I set the workspace margins but even after logging out of the graphical session they are not applied for newly spawned windows.

I am using this settings panel:

I also have this option enabled in panel: "Reverse [..]"  which should prevent full screen windows from going 'behind' the panel.

Mostly my problem is: I want the panel always visible but not have windows coming behind it, hence margin based on panel size.

  Host: debian Kernel: 6.12.38+deb13-amd64 arch: x86_64 bits: 64
  Desktop: Xfce v: 4.20.1 Distro: Debian GNU/Linux 13 (trixie)

xfwm4 version 4.20

Which app(s) is it not working for, for you? It works here using xfce4-terminal, thunar, mousepad assuming that is opening window size can fit in the remaining space.

Edit: Also, what are your smart placement settings? Settings Manager > Window Manager Tweaks > Placement
