Pulseaudio plugin does not allow to choose different output

So I installed Debian 13 on a new laptop and I was setting up everything like I tend to.

I then tried to watch an episode of Prison Break on VLC using HDMI connected to my TV and for some reason I was only able to passthrough the sound using pavucontrol -> configuration -> Profile: Digital stereo HDMI Output.

I have another machine that is running Debian 12 and I can easily change outputs using the pulseaudio plugin on my toolbar, however on this machine I can't.

The following image shows the current state of pulseaudio plugin - at that time I had HDMI connected and JACK so it should allowed me to choose between HDMI, JACK or Laptop output.

Note: Pasystray also does not allow me to do this.

Debian 13 Xfce.

There is no dropdown menu on Pluseaudio plugin,
but if i turn both profiles ON from Audio mixer --> Configuration.
I get dropdown menu. First, upper Profile was Off by default.
