How to align xfwm4 minimize maximize close button sideways ?

How do I align the buttons (minimize maximize close) beside the xfwm4 title border as shown on the screenshot? Is there any way to achieve this by using alternate window mangers or editing xfwm4 themerc?

That's the entire title/header bar but on the side rather than the top. My guess it that it's a particular theme. I don't know which one or the name though. There used to be a tool that would let you place the title bar on the side but I think that was in OpenBox and not xfce4.
