Dvorak layout and Qwerty layout

1. On my XFCE Dvorak is used by default.  Now I want to add another layout say Qwerty. What I do is that I uncheck 'use system defaults' in keyboard settings' layout tab and add Dvorak and Qwerty. Then I assign windows + space to trigger next input and thence I can switch between Qwerty and Dvorak with just pressing win + space. Ok. I have shortcut to open whisker menu assigned to use super + s. When Dvorak layou is active , everything works as expected : I press super + s and whisker pop up menu opens for me. However if Qwerty layout is active, and I press super + s (leter s as it should in Qwety ) nothing happens, and when I press super + ; (in Dvorak's is super + s) everything works fine, and whisker pops up . Same thing happens when I open terminal with ctrl + alt + t. Looks like shortcuts are bound to Dvorak layout and don't aware If I 've been on Qwerty.
2. Ibus isn't perfect solution either. I cannot change layout input with shortcut if the ibus doesn't detect input area. That's an issue for me, say when I have clean desktop open without any apllications launched. If current layout is Qwerty, I cannot use ctrl + alt + t to launch terminal. Changing layout with shortcut super + space doesn't work . I have to manually click the icon in the status tray and select Dvorak layout. Only when I can issue ctrl + alt + t to open terminal.
3 Using xkb and ibus at the same time doesn't work either even to both different shortcuts. After switching languages with ibus shortcut, xkb becomes unresponsive.
Are there any solutions to this?
