Hi,
In XFCE 4.20 I have bilingual keyboard layout that is configured to switch with Ctrl+Shift, and works fine.
At same time, xfce task manager by default has shortcut assigned as Ctrl+Shift+Esc, that does not work because keyboard layout switch does not propagate Shift key and calls dropdown menu (xfdesktop --menu) that is by default assigned to Ctrl+Esc shortcut.
Is there a way to force it check shortcut combination after button released event rather than during button press event?

Is xfce4-task-manager the only application where you are seeing an issue with shortcuts with different layouts?

no, for example, in intelliJ IDE - Ctrl+Shift+F that brings project-wide search also fails... my temporary workaround is to assign layout switch to right Ctrl+Shift and use left combo for the rest...
