Hi,
after trying to duplicate a (xfce-) user I found all my panel starters gone. CPUgraph, Logout and other buttons I have in the panels too were ok. But the starters were dysfunctional: no symbol but a X instead of and trying to edit the properties, I saw they were empty.
Strange: the ~/.config/xfce4/panel/launcher-XXX/XXXXX.desktop files exist. And the are listed correct in the file ~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml as well.
I overwrote all with my backup but no change. Where XFCE is saving information about the starters besides the above files?

Data is stored in the locations you mentioned but also in memory using the xfconf daemon. Don't make changes to the xml files while logged into Xfce and/or the xfconfd daemon is running. It will overwrite those files.
If you are restoring from backups, do so while not logged into Xfce (and the xfconfd demon is not running) and ensure that permissions are properly set.
You can view the contents of a live xfconf settings store via the Settings Editor or:
xfconf-query -c xfce4-panel -lvAn easier method is to use xfce4-panel-profiles to back up and restore panel configurations.
