Panel bar; the "pulse audio" speaker icon is faulty, though visible

Following some update, on the panel bar, the "pulse audio" speaker icon is still visible, but volume changes only  in some indeterminite time after  hovering the mouse cursor over it then scrolling its wheel, and also no slider or popup GUI appears, there is no visual feedback, and clicking or other interactions do nothing.
How can this be fixed correctly?

Do you have pulseaudio installed and running (or pipewire-pulse)?

On a fresh login, post back the contents of ~/.xsession-errors, then test whether the plugin works.
