Is there a way to set icons in "Settings Manager" to be default across multiple themes? I.e. if we have a custom icon for a custom made app, is there a way to make that icon work for any theme (if that icon set/theme doesn't have a specific icon for that same app)? Basically since these apps are custom built for our OS, icon themes are not going to have icons for them and we want our custom made icons to work with any theme.
Here's a screen shot. All of our custom icons stop working when we move to another icon set / theme. This is for the Linux Lite OS.

What version of Xfce does Linux Lite run?
Put the icon in a location that all users can access (e.g. /usr/share/pixmaps) and then set the icon to be the full path and filename to the icon in the associated .desktop file.

Linux Lite 7.6 (current) runs XFCE 4.18.

The new version of Linux Lite will be 7.8 and it is running Xfce 4.18 as well.

Fired up an instance of Linux Lite on distrosea. If you don't want the icon to change between shifts in the icon theme, change the "Icon=" line to include the full path to the icon file. For example:
