xfce4-screensaver defaults for system

Trying to update the defaults for all users on system for the xfce4-screensaver and cannot find where to modify/update the defaults.

I tried placing the new settings in file here:  /etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-screensaver.xml but it did NOT work.
I know I can put the file in each user home directory ~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-screensaver.xml and it works.

But I would like to update the main default config for users that do not have a ~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-screensaver.xml file.

Is there a place to update the defaults for the entire system?

Using RH8.10 with xfce4-screensaver 4.16.0

Interesting. It doesn't work for me either. However, if I put the file in /etc/skel (in the proper folder), it seems to work.
