PulseAudio Plugin resetting volume on login

I've googled and found others with similar issues but no fixes. I'm using Linux Mint 22.1 with XFCE 4.18 on an AMD Framework laptop.

Whenever I lock the screen, after unlock volume is unmuted and set to 40% regardless of what it was before screen lock. What I would expect is for the volume and mute state to be the same as when I locked the computer.

I found that removing and re-adding the PulseAudio Plugin from the Panel temporarily fixes it, but only very temporarily (not sure what exactly causes it to start acting up again).

Any advice on how to diagnose is appreciated. Thanks.

I'm seeing similar with the microphone volume control, it keeps resetting itself back to 100% and On after being set to zero and turned off following a logout/reboot/startup.
Setting the slider at zero (front and back microphone ports) and clicking 'set as default' via the Audio Mixer Volume Control app only works until the next login.
If I use the Panel plugin's icon to set to zero and switch off, then open the Audio Mixer the slider still shows 100%.
Haven't had time to search for a fix as yet.
