Fullscreen Videoplayer is not given focus on desktop switch

Switching virtual desktop away from and back to a videoplayer put into fullscreen mode gives focus to the window below the videoplayer.

I'm half posting here to figure out if I have a configuration error, or if this is how it works for everyone else, too.
Testing conducted with mpv and parole video player.

• This only happens if there is a window open on the other desktop when switching back. If there is not, the videoplayer is correctly given focus.

• If the videoplayer is the only window on its desktop, it switches place with the Panel (that is, it alternates whether the videoplayer or the panel is on top every second time switched to the desktop).

• Other windows put into fullscreen mode are correctly given focus (eg. a Terminal window, or a Browser, even if said browser is playing a fullscreened video).

• This doesn't happen when switching between desktops that both have a fullscreened window on top, regardless of whether these windows are videoplayers, and how many other windows are present on these desktops.

• Setting "Always on Top" keeps the videoplayer on top, but it still isn't given focus.

• Setting "Activate focus stealing prevention" in 'Window Manager Tweaks' prevents this behavior. Not a desirable solution since it prevents newly created windows from receiving focus.

So, first off, does anyone else have similar behavior?
And if so, is this a bug or a configuration issue?

Yes, that does appear to be it.
Thanks for pointing it out, at least I now have a better explanation of what is going on. And am assured I didn't just make a silly configuration error somewhere.
