Xfwm 4.20 stretched-image support is incomplete

To be clear, this isn't a bug; rather a feature that feels incomplete.

I'd love to see this added to the endless "Someone should work on this, maybe, eventually, only if they feel like it" list, but reporting it as an "issue" on GitLab doesn't feel right as it's more just an odd omission.

Allow me to explain.

The wiki states:
> Xfwm 4.20 introduces the ability to have bitmaps that stretch across each side of the window decorations.

This is exactly correct, and the way this works is that a bunch of traditional window-frame components now have a -stretch version that is stretched instead of titled, turning it into a sort of gradient.

(I'm not sure why elements like "top-left-active-stretch" exist; they are not stretched.)

But this feature does not, as one would expect it to, add a -stretch alternate for every element that has traditionally been tiled. In place of title-1-active, title-3-active, and title-5-active, we get just a single title-active-stretch, which stretches the full width of the title.

- This is perfect for recreating the type of horizontal gradients found in Windows 98-2000.

- But suppose you want to recreate the Xfce 3.8 theme where the gradient takes the place of title-3-active?
