Is there a way to lock down the desktop menu

I would like to prevent users from being able to create their own desktop menu.  The kiosk mode does not seem to have an option for this.  What I want exactly is for any user's menu.xml file to be ignored in favor of the system one in /etc/xdg/xfce4/desktop/menu.xml.

try posting this in the mailing list as well. the devs there will have a better idea how to do this
