Is there a way to change the icon used by the Quit or Lock Screen applets in the panel?

Sure.
First I found the plugin and had a look at the conf file.
It's this:
/usr/share/xfce4/panel-plugins
the actions.desktop is the plugin you want.
If you have a look into it, see the following entry:
Icon=xfce-system-exit
Starting a "find" for it will result in this:
/usr/share/icons/HighContrast-SVG/scalable/actions/xfce-system-exit.svg
/usr/share/icons/Human/16x16/actions/xfce-system-exit.png
/usr/share/icons/Human/24x24/actions/xfce-system-exit.png
/usr/share/icons/Rodent/48x48/apps/xfce-system-exit.png
/usr/share/icons/Rodent/scalable/apps/xfce-system-exit.svg
/usr/share/icons/gnome/16x16/actions/xfce-system-exit.png
/usr/share/icons/gnome/22x22/actions/xfce-system-exit.png
/usr/share/icons/gnome/24x24/actions/xfce-system-exit.png
/usr/share/icons/hicolor/16x16/apps/xfce-system-exit.png
The xfce-system-lock.png is the other symbol you may want to change.
