Desktop icon for Settings Manager

I want to put a shortcut icon on my desktop for the Settings Manager but so far whatever command I've tried isn't working. What is the correct command to start the Settings Manager so that I can add it to my launcher setup?

Also, I can't see any way to add device icons to the desktop.  I'm sure I stumbled across this earlier but can't for the life of me find it now.
